What we do
Warmer Homes London will hold all the data on London's housing stock, contract performance and the impacts of retrofit measures on carbon emissions - this will be the first time all the data will be held in one place.
We will do this by:
- Establishing London retrofit delivery model for scale: Bring partners together to improve value for money delivery and evidence improved health
outcomes. - Pipeline Visibility: Quantify the scale and priorities of partners’ asset investment.
- Integration: Ensure retrofit aligns with heat network development, solar panel installations, energy storage and climate resilience.
- Resident First: Better referral pathways and support to build resident trust.
We will do this by:
- Public investment: Maximise the quantum and flexibility of public investment in Londoner’s homes.
- Unlock private sector investment with performance evidence and replicable delivery models.
- Evidence the benefits of devolving funding to London to increase value and impact.
- Develop incentive and support schemes for private landlords to retrofit their properties.
We will do this by:
- Address local delivery barriers by providing bespoke technical assistance, streamlining approvals, and sharing best practices to build sustained capability increase.
- Support value for money business case approvals by social landlords struggling to balance regulatory requirements and competing investment priorities.
We will do this by:
- Leveraging London’s data and digital innovation skills to improve decision-making based on energy performance insights.
- Integrating with Local Area Energy Plans to ensure a cohesive approach to decarbonisation.
- Utilising AI and predictive analytics to optimise retrofit interventions
We will do this by:
- Facilitate procurement capacity development across social housing landlords to drive up quality and lower costs.
- Provide pipeline forecasts to give suppliers confidence in scaling up capacity and investing in skilled labour.
- Support workforce upskilling through partnerships with training providers, universities, and technical colleges.
- Promote the use of sustainable materials and circular economy principles in retrofit projects.
It is now more important than ever to address the challenges Londoners face in warming their homes in winter and staying cool in summer.
We must address the rise in fuel poverty from rising energy costs and poorly insulated homes, and its associated impact on Londoners’ health.
