Who we are
We work in partnership with boroughs and housing associations to deliver £231m in funding to improve the energy efficiency of Londoner’s homes, making them greener, healthier, and more affordable to heat.
To boost the impact of £121m in government funding, London boroughs and housing associations have combined their own investment and committed over £100m of additional resources into retrofitting their own social housing stock. The Mayor will invest almost £10m over four years.
Our Governance Model
Our governance aligns to our delivery principles, and enables us to take strategic decisions that have both regional and local government oversight. Each level of the governance model plays its own key role in ensuring Warmer Homes London is effectively working towards its targets.
Both of our founding partners are present throughout the governance model, so that there is stakeholder alignment on our strategic and operational activity.
Our grant programmes also have their own respective steering groups and programme boards, to ensure they are meeting the needs of their strategic partners. Decisions and actions from these groups are fed through Warmer Homes London governance through the WHL Senior Leadership team.
Warmer Homes London Board
The Warmer Homes London Board provides strategic direction for London Government’s investment in scaling up the rate at which London’s 3.7m homes are made greener, healthier and more affordable to heat through energy efficiency measures. Its key responsibilities are to:
- Advise and agree on the priorities and outcomes that Warmer Homes London will work towards.
- Provide performance and assurance oversight on behalf of the founding partners and funders.
- Bring leadership to drive the system change that will achieve Warmer Homes London’s mission by convening and influencing relevant sectors, in particular the supply chain, training providers and community energy groups.
- Represent the views and interests of Londoners.
The Board comprises political representatives nominated by the Mayor of London and London Council Leaders Committee.

Warmer Homes London Steering Group
The Sponsors' Steering Group for Warmer Homes London is established to provide executive oversight, decision-making, and assurance for WHL’s activities.
The Steering Group is accountable for ensuring that WHL operates effectively within its agreed scope, aligns with policy priorities, and delivers value for money while increasing the pace and scale of making London’s Homes healthier, greener and cheaper to heat through energy efficiency.

Warmer Homes London Programme Board
Our Warmer Homes London Programme Board focuses on three key areas, to ensure integration and alignment:
- Creating the conditions for system change: Bringing constructive challenges to ensure retrofit programmes and services are designed and delivered to maximise opportunities to integrate aspects of the delivery approach and demonstrate the pathway to scale
- Programme Assurance: Providing clear decision-making in line with governance requirements and ensuring benefits realisation for the objectives stated in Section 2. It provides assurance to the Steering Group and escalate when decisions are needed which materially affect the scope of the projects and programme.
- Delivery support: Providing a place for unblocking complex issues. Our Programme Board offers support, collective expertise and steers in an environment which feels safe to seek help based on accurate and frank reporting of challenges. Through this shared learning approach, the Programme Board supports agile shared learning.

Until now, boroughs often had to apply for funding individually, led by the government’s funding rounds – which brought costs and uncertainty. Our ‘one-London approach’, will give boroughs the reliable, long-term funds they need to progress retrofit works which in turn will strengthen supply chains and create new, high-quality jobs.
