Programmes

There are two grant programmes - one for private households and one for social housing providers.

Our early focus is on social housing, low-income homeowners and private renters who are those most vulnerable to fuel poverty.

We’re managing two funding schemes on behalf of delivery partners that will improve the delivery of energy-saving home improvements: Warm Homes: Social Housing Fund and Warm Homes: Local Grant.

We are paving the way for area-based retrofit across all types of housing and advocating for increased, flexible investment.

For Social Housing Providers
Warm Homes: Social Housing Fund (WH:SHF)

This fund will improve the energy efficiency of social housing. In London, it is funded by 27 London borough councils and housing associations with the support of Retrofit London (the predecessor programme to Warmer Homes London). It is England's largest government-appointed Strategic Partnership consortia.

The fund provides financial support to social housing landlords, including local authorities and housing associations, to retrofit existing properties. The primary goal is to upgrade homes with Energy Performance Certificate (EPC) ratings below band C, thereby reducing carbon emissions, lowering energy bills, and enhancing the comfort and well-being of tenants.

For Private Homeowners and Renters
Warm Homes: Local Grant (WH:LG)

This initiative focuses on installing energy saving measures in low-income private housing. Drawing on the success of the Mayor of London’s Warmer Homes initiative, the Warm Homes Local Grant supports low-income households across London by funding energy efficiency improvements, helping residents lower their energy bills and create healthier, warmer homes.  Householders may be eligible to apply directly to the scheme.
