Today marks a major milestone for London’s climate and housing ambitions as Warmer Homes London officially launches its 2025/26 Delivery Plan at The London Centre in the City of London.
The event brings together leaders from across the capital, including representatives from the Mayor of London, London Councils, boroughs, housing associations and key partners behind a shared mission: to make Londoners’ homes greener, healthier, and more affordable to heat.
London faces a significant challenge. With 3.7 million homes in need of upgrades, the city has some of the oldest and least energy-efficient housing stock in Europe. Homes lose heat three times faster than those in Germany and are increasingly vulnerable to overheating in summer. Around 10% of Londoners live in fuel poverty, making this not just an environmental issue, but a social one.
The fragmented system of delivery means that boroughs, housing associations and contractors are often competing against each other, with high costs and not enough skilled workers.
The Delivery Plan details how Warmer Homes London is designed to address these challenges head-on. With our partners we will be unlocking funding across London, using improved data to drive better value for public money, supporting the training of skilled local workers, and giving councils and asset owners the tools to do more.
Residents will be at the heart of all that we do, and with our partners, we're actively listening to tenants and homeowners to improve the resident experience and build trust.
Warmer Homes London will be supporting delivery of home energy efficiency upgrades across nearly all London boroughs, focussing on those in social housing, low-income owner-occupiers and private renters - those most vulnerable to fuel poverty.
