Warmer Homes London appoints complete Senior Leadership Team

Warmer Homes London, a new partnership between the Mayor of London and London Councils to make the capital’s homes greener, healthier and more affordable to heat, has confirmed its senior leadership team.

The fourperson team brings together expertise in retrofit delivery, forging public sector alliances, advancing health outcomes measurement, and harnessing data innovation. They will work with partners across the industry to tackle systemic barriers and create the conditions for scaled, effective delivery in London. 

The team will be led by Eleanor Purser, who has been appointed as Warmer Homes London’s Managing Director. Having served as Interim Director since January 2025, her appointment comes following a competitive external recruitment process. Eleanor brings more than 20 years of senior public sector leadership experience in place regeneration, netzero transformation and inclusive growth working at the national, regional and local level including within large housing associations.

She is joined by Jack Ostrofsky, formerly Retrofit London Programme Director at London Councils, who has been appointed Director of Programmes and Partnerships. Jack will lead the cross-sector collaboration driving London’s £231 million Warm Homes grant programmes, including through England’s largest Warm Homes: Social Housing Fund Strategic Partnership. 

Two external appointments complete the team: Zung Nguyen, joining from the United Nations Development Programme as Director of Retrofit Strategy and Services, and Carly TuttyJohnson, appointed Head of Operations from the London Office of Health and Improvement and Disparities, within the Department of Health and Social Care.

Together, the leadership team will drive forward Warmer Homes London’s mission on behalf of the Mayor and the Boroughs to improve the energy efficiency of Londoners' homes.

About Warmer Homes London

Warmer Homes London was launched in February 2025, as a joint partnership between the Mayor of London and London Councils. Warmer Homes London works in partnership with boroughs and housing associations to deliver £231m in funding to improve the energy efficiency of Londoner’s homes, making them greener, healthier, and more affordable to heat.  

To boost the impact of £121m in government funding, London boroughs and housing associations have combined their own investment and committed over £100m of additional resources into retrofitting their own social housing stock. The Mayor will invest almost £10m over four years. 

About the Senior Leadership Team

Eleanor Purser officially joins as Managing Director as of January 2026. Having served as Interim Director since January 2025, she has previously held roles including Co-Strategic Director at the London Borough of Lambeth, Director of Regeneration at Notting Hill Genesis, and Executive Head Economic Development, Development Planning and Sustainability at the London Borough of Sutton. 

Jack Ostrofsky has transitioned to Director of Programmes and Partnerships at Warmer Homes London. He joined London Councils as Retrofit London Programme Director in 2023, previous roles include Technical Director at ARK Consultancy, Head of Sustainability and Design at the Southern Housing Group, and the Head of Design and Technical and Peabody. He worked with DLUHC on shaping the Building Safety Act, been part of a Building Regulations Advisory Committee working group on the Golden Thread, and is currently a member of the PAS 2035/2030 Retrofit Standard’s steering group. 

Zung Nguyen joins as Director of Retrofit Strategy and Services from January 2026. She brings experience delivering complex, data-led digital and service transformation programmes across the built environment, climate and public sectors. Zung has held senior roles at Arup and TPXimpact and, most recently, worked at the United Nations Development Programme. Her work has spanned the design and delivery of national-scale, community-driven platforms supporting climate action and public infrastructure. Her experience in service design, systems thinking and building enabling digital and operational services will be central to Warmer Homes London’s work to improve the quality, pace and scale of retrofit delivery across the capital.

Carly Tutty-Johnson will join as Head of Operations at the end of January 2026, from the London Office for Health Improvement & Disparities, within the Department of Health and Social Care. There, in her role as Head of Business Operations & Stakeholder Engagement, she was responsible for overseeing strategic operations to drive forward a shared vision to make London the healthiest global city in the world. Carly has over 20 years of experience in delivering projects, programmes and policies that improve public health outcomes and reduce health inequalities, with particular expertise in healthy ageing. She has previously held roles at Public Health England, and the Centre of Mental Health.
