Warm Homes: Local Grant Programme's new Delivery Model
The Mayor of London and Warmer Homes London are inviting contractors to tender for a new delivery model for the Warm Homes: Local Grant programme, designed to build a more resilient supply chain to support retrofit in London.
For Year 2 and Year 3 of the programme, from appointment up to March 2028, the Local Grant programme will shift from a single contractor model to a hybrid approach made up of two Eligibility & Installation Contractors, supported by four Installation Contractors. This six-contractor model introduces a sub-regional delivery structure for London, reducing over-reliance on any single contractor.
Together this creates a more resilient ecosystem, that increases our capacity to deliver and helps more Londoners access healthier, greener and more affordable to heat homes.
This proposed model has been shaped through engagement with stakeholders and contractors, as well as consultations with other Local Grant delivery consortiums across the country. Their insights into different delivery approaches, alongside feedback from London’s boroughs, have directly informed this new model.
This tender opportunity is being managed by Procure Plus and launched on their Domestic Retrofit Dynamic Purchasing System (DPS) - their Tender Management System (TMS). The tender window for this opportunity will run through until noon on Friday 24th April.
The Greater London Authority (GLA) and Warmer Homes London will also host a ‘Meet the Buyer’ event, offering an opportunity to ask questions directly about the delivery approach and requirements. Attendees of the Meet the Buyer event will also learn more about the digital platform being introduced for Local Grant applicants in London. This new platform, developed by the GLA and Warmer Homes London in partnership with London’s boroughs, aims to reduce resident disengagement by making the retrofit journey easier to understand. Resident communications for appointed contractors will be centralised through the new digital platform, which will also provide the contractors and boroughs with end-to-end workflow management.
To ensure high-quality retrofit delivery, the GLA and Warmer Homes London are procuring an independent Clerk of Works service to quality assure the designs and installations completed within the Warm Homes: Local Grant programme. More information will be shared around this in the upcoming months.
